Negotiations for Newer Superintendents
(open to all members, as room allows)
One of the most sensitive and complex tasks you’ll have as a new superintendent is labor negotiations. It can make or break your first years on the job! This session will provide you with insights into the law and practice of traditional collective bargaining and interest based bargaining (IBB). You’ll get background and tips from a seasoned labor negotiator, and two administrators who have used the IBB process. Included in this session will be a review of recent changes to the collective bargaining law regarding prohibited topics for negotiations, and an explanation of what schools will have to do to comply with new layoff/recall provisions. It will also cover the tactics often used by unions during negotiations and how to deal with them.

Designing an Educator Evaluation System for Learning, Growth and Adaptation

Research tells us that employee evaluation systems work best when evaluation is not something we do to people, but rather when it is a shared process of adaptive learning and growth. An effective evaluation system allows employees to take responsibility for their own learning, growth, and performance by answering three critical questions:
Where am I right now in my learning and performance?
Where should I focus next to learn, grow, and improve?
How should I proceed to reach that next level of performance?
This session will offer participants a framework for building a comprehensive system that meets the intent and the letter of the Michigan performance evaluation statutes; reflects the research on evaluation and feedback; and can be managed with available people resources. Presenters will also introduce the new School ADvance™ evaluation system for school administrators, co-developed in 2011 by MASA and Michigan ASCD. Participants will have a chance to review rubrics for principals, central office administrators and superintendents, and examine how the system can be enhanced through a web-based software solution.

Detroit Public Schools Site Visit
Administrators have the opportunity to take part in a visit to some Detroit Public Schools sites part of our Pre-conference enrichment activities on Febauary 1, 2012. These tours will depart the Detroit MArriott at 9:30 a.m. and return around 12:30 p.m. Tours include lunch, and MASA members can sign up at no cost. Participation is limited to approximately 47 individuals per group. Group 1 will visit the Dr. Benjamin Carson School for Science and Medicine, then the Parent Resource Center at Marcus Garvey Academy. Group two will visit the Foreign Language Immersion and Cultural Studies School, followed by the Parent Resource Center at Marcus Garvey Academy.
