Many members have expressed confusion about how to notify the Governor's Council on Educator Effectiveness that they qualify for exemption from using a state evaluation tool. Today, MASA has been notified that the Governor’s office has developed two avenues for submission by November 1, 2011:

It's important to note that the law does NOT require you to submit the actual evaluation instruments or system to anyone at this point. The law directs districts simply to notify the Governor's Council and post their evaluation system on the district's website.
MASA has drafted a sample resolution you might use if your policies require your board to take action. If your policies do not require board action, you can adapt the resolution to serve as a notice of exemption.

Brad Biladeau's Fall Conference Presentation offered guidance on the new tenure laws that affect evaluation. We've prepared an excerpt of this presentation. Slide #4 describes the four options districts have moving forward. Please note that declaring your exemption is not the only option for using evaluation tools you develop in your district or county. Even if your current evaluation system does not yet fully match the state's new requirements, and therefore does not exempt you from using the state's tool, you do not have to sit back and wait for it to be developed.

Don't forget about Administrator Evaluation!
Many districts have been working hard to develop rigorous, meaningful evaluation systems for teachers. Do you also have a compliant system for administrators? (Click here to read what Public Act 102, Sec 1249 requires.) MASA has developed a model evaluation system that you might want to check out.
The School ADvance Administrator Evaluation System is based on the best research available and is aligned with state and national standards for effective administrators. The system was announced to a receptive audience at a Fall Conference clinic session.
