The Michigan Association of Superintendents & Administrators (MASA) Board of Directors has awarded Dr. Tina Kerr an Effective rating for 2024-25 – the highest possible under the Association’s evaluation system. In recognition of her continued leadership, the Board also voted to extend her contract as Executive Director through June 30, 2030.

The evaluation process utilized by the Board of Directors is rooted in MASA’s strategic priorities for the year and includes individual feedback from Board members. This year’s review highlighted Dr. Kerr’s consistent leadership, collaborative style, and ability to keep the Association moving forward in a dynamic and often challenging educational environment.

“Tina has done an incredible job guiding MASA’s strategic work while strengthening our advocacy efforts and expanding professional learning opportunities for members,” said MASA Board President Katy Xenakis-Makowski, Superintendent of Johannesburg-Lewiston Area Schools. “Under her leadership, our conferences continue to grow in both attendance and impact, and our relationships with other education organizations, as well as state and federal lawmakers, are stronger than ever. Tina has elevated MASA’s visibility across Michigan and nationally, always keeping the needs of our members at the forefront.”

In addition to overseeing MASA’s operations in service of the Association’s more than 650 members, Dr. Kerr also actively serves alongside leaders at the local, state, and national levels on numerous educational boards and committees. As a result, Dr. Kerr’s leadership has bolstered both the overall health and growth of the Association, and set a robust strategic direction focused on member needs.

“Tina is an outstanding leader who truly believes in MASA and the work the members do on behalf of Michigan’s public schools,” said MASA Past President Dr. Glenn Maleyko, Superintendent of Dearborn Public Schools. “Her leadership has been critical to the success and growth of our organization, and it’s been an absolute pleasure working alongside her over the past six years. Tina has not only been a tremendous asset to MASA, but also to me personally in my own journey as a superintendent.”

Dr. Kerr took on the role of Executive Director on July 1, 2020, after serving as MASA’s Deputy Executive Director. Before joining MASA, she served in multiple roles within public education – including as a classroom teacher, principal, curriculum director, and superintendent. She was named Michigan’s Superintendent of the Year in 2012.

As MASA continues to move forward under Dr. Kerr’s leadership, the Association is also pleased to announce a key leadership transition. Dr. Shawn Bishop has been appointed as MASA’s new Deputy Executive Director, effective immediately. This appointment follows the departure of Dr. Sarena Shivers earlier this year. In his new role, Dr. Bishop will work closely with Dr. Kerr and the MASA Team to support strategic initiatives, expand professional learning opportunities, and help shape the Association’s future.
