Description: Amends the third-grade reading law to allow a teacher to identify a student that needs an individual reading improvement plan by observation or other assessment other than current reading assessment. The bill also allows a kindergarten teacher to delay the provisions of an individual reading improvement plan, if the teacher believes, in his or her professional judgment, that the pupil's deficiency, difficulty, or disability will be mitigated without the improvement plan. This is only delayed until the second administration of the reading assessment.
