Description: Would require the annual inspection of all public and non-public schools. Under the bill, a board member of an ISD or their designee would be required to conduct yearly inspections of school buildings before August 15. Under this definition, a school building would include any building used primarily to provide instruction to pupils as well as recreational or athletic structures used by pupils. The inspections would be conducted to identify health and safety violations under guidelines developed and published by the Michigan Department of Health and Human Services (MDHHS). Those guidelines will have to be published by MDHHS no later than March 1, 2020. No later than 14 days after the inspection, the individual that conducted the inspection must submit an inspection report to MDHHS. The report must include notice of any violations and a detailed statement on what remedial measure will be taken to address that violation. No later than 14 days after that report is submitted, proof will need to be submitted in a matter described by the department to show that the remedial measure was taken. If the ISD or district contracts for the modification, proof (as determined by MDHHS) must be submitted to show that remedial measure will be completed. Once the contracted work is completed, proof must be submitted again to MDHHS to show that the work was done. All inspection reports must be posted on the website.
