Description: Revises teacher and administrator job performance evaluations by only using 2 categories; effective and needing support by January 1, 2020. Performance evaluations would be annual for employees labeled as needing support and every three years for teachers identified as effective. Evaluations would take place at the end of the year. Evaluations would be based on 25% of student growth and assessment data. There must be 2 scheduled classroom observations of the teacher where they will be evaluated. The superintendent must complete a review and issue a written response with feedback no later than 30 days after the receipt of the review. If a teacher is identified as needing support and is not satisfied with the review, that teacher has 60 days to submit a request to the school district for binding arbitration to challenge the evaluation or rating. The teacher and the district are each responsible for 50% of the cost for the arbitration. A teacher would have the right to be represented by an attorney.
